Construction

We are building the transmission network of the Republic of Slovenia for the needs of the Slovenian economy and population. By investing in the construction of new transmission lines and in the renewal of the existing ones, we are increasing the transmission capacities and the reliability of the electric power system. 

Construction can be launched on the basis of a final building permit, the setting-out of the facility and after completing registration of the start of construction in accordance with the Building Act (GZ) (Official Gazette of the Republic of Slovenia, No. 61/2017). The procedure up to the start of construction is described under Siting and Authorisation (in Slovene).

Firstly, ELES carries out public tender for the supply of equipment and the execution of works. Depending on the type and scope of the facility, the project developer will prepare documentation necessary to carry out the construction. 

Major construction works on the transmission line route include:

  • excavation of construction pits for the pylon foundations and earthing;
  • concreting the foundations or the foot parts of the pylons;
  • assembly of the pylon structure components on the ground;
  • mounting the pylons;
  • installation of other equipment and conductors.

After the conclusion of works and land arrangements, the appraisers assess the amount of damage caused by the construction of the infrastructure, which ELES pays after the construction of the facility is completed. This is followed by the start-up tests and functional tests, where the execution of the first measurements of electric and magnetic fields is obligatory. Based on the prepared project and technical documentation, other acts and evidence, we submit the request for the acquisition of the operating permit. During this procedure, we also perform a technical inspection, we eliminate any identified deficiencies and perform the registration in the cadastre of infrastructure.
